Stabilizer jacks are not designed to lift and support trailers for something like taking the wheels off; they are meant to simply level and stabilize by handling a portion of the trailer's weight. As long as your 2016 Jeep Cherokee has the 3.2 liter motor with the trailer tow package then it can support up to 450 pounds tongue weight which is more than enough for the chair lift and chair combined.
If you have the 3.2 liter but do not have the factory tow package the vehicle is limited to 200 pounds tongue weight and the same goes for the 2.4 liter motor with or without the factory tow package.
